Yes, what I have heard, when using ANC headphones. And I don't agree that the ANC only have an effect at very specific situations, they overall have a good effect, in my experience.

I don't think ANC headphones is not about getting the absolute "best sound", it is all about getting significantly better sound in noisy environments. And no passive noise reduction is not nearly as good as active, from what I have heard so far.
