A83 is an excellent IEM for the price by all aspects, Go for it if you would like an IEM. Momentum is an headphone, provides a better comfort than IEM's, lesser damage to your ear canals,
Both are efficient & can be run via DAP or smartphones. Durability wise headphones have a upper hand, as they last longer, and are mechanically stronger. Price wise A83 IEM is around 250$, and Momentum 2.0 is available @ 350$.
In the end under which situation you would hear them out? If you use while exercising/jogging/walking, IEM will suit better, If you use them @ home/bus/train, then headphones are a better choice.
