Looks possibly illegal to me:
2.1 Relationship between legal owners of the materials presented in the Site archive, and the User, are accustomed by laws operating in the country of Users\' residing.
2.2 The administration of the Site does not incur a duty on monitoring legislations of the countries in which Iomoio.com service operates, and thus does not give consultations to Users concerning legality of purchasing such materials on the Site.
2.3 The responsibility for observance of the current Law while using service offered by the Site, lay upon the User, which the User is obliged to confirm at the consent to use the Service.
The availability over the Internet of the Iomoio.com materials is authorized by the license # 33/3M-06 of the Rightholders Federation for Collective Copyright Management of Works Used Interactively (NP "FAIR"). Under the licenses' terms, Iomoio.com pays license fees for all materials downloaded from the site subject to the Law of the Russian Federation "Copyright and Allied Rights".
Its up to you to make sure its legal or not anywhere but Russia... Not so sure about that. 320 kbps mp3 source of a whole cd for $2 is an awfully good deal. I'm scared its too good to be true, none of my favorite artists who distribute online have ever agreed to that.
