Advertising Preference doesn't work.

I just noticed this today in my account preferences (at the bottom).
 

 
I'm not sure if it is a bug - seeing it was a feature only once available to contributors but regardless it's there and it doesn't save even when you click save.

I do not have the advertising preference [on/off] option. Are there requirements in order to have access? Am I not looking in the right area? Here is a pic of my forum preferences section:

As happens during every major election season, the political ads pop up.  We have to block them on an ad-by-ad basis.  If you can capture the target URL of the ad (right click, copy link; or a mouse-over while looking at your status bar), that would be helpful.

Anyone know how to "capture the url" using a mac laptop and without a two button mouse? I looked up information on how to do so, but it doesn't seem to work when I do it over the advertisement. I can bring up the "right-click" menu over other non picture links, but its not working with the advertisement (I am instead getting a different submenu by using the ctrl+click method).
