Can a bad ground damage electronic equipment?
 
 When I connect my laptop(or others), I can rub my finger on the back of it and I can even hear the electric tension if I rub it fast enough, and it stings if I touch it with my elbow in some points. Should I get a technician to check my apparment?

A bad ground or improperly wired electrical outlets can damage *you*, not to mention equipment. You should get your apartment wiring checked out as soon as possible.
