International customs for things shipped to the US

I recently ordered some headphones from a Hong Kong online retailer and received them last week. Today I received a bill from Fedex for Duty and Tax for around $31. Not being a person who orders very often from out of country retailers, I was taken aback as I don't ever remember being billed for something like this at any other point in my life!
 
I feel ashamed to ask, but is this something I can get out of or just ignore and hope it goes away? It's addressed to my work and not attached to any FedEx ID of mine.  I guess what makes it worse is I took a bath already on the headphones as they are already sold to someone else!
 
I guess we are lucky here in the states as this kind of thing is common I think when receiving goods in other countries!
