Need assistance with reviving an older iBook G4

My sister's old college notebook is an iBook G4 1.33 Ghz with OSX 10.4.7.

It is no longer under Apple Care warranty, and is unusable. It takes a couple of minutes for the OS to load. After that, any program or icon clicked on will take a few minutes to open. Etc., Etc.

Here's another catch: The CDs that came with the notebook are long gone. Missing. Forever lost.

I would like to format and make the lappy like-new again. Is my only chance of formatting to obtain a Mac OS CD?

Not sure about noises. The thing has always been very quiet-running. Maybe I'll give a closer look sometime. Is there a basic, free software utility or OS function that can let me know if there's a problem? Thanks.
