Does this require an amp?

Everything is cold , bass, mid fallen off quite a bit from my pc's sound card.

I just thought I'd try it before I got my amp but I'm just curious if it SHOULD be this way. ??

PICO USB Dac does require an amp. If you read the manual, it tells you not to directly plug the headphone into line-out.
