I have extensive experience with the HD 448, and none with the other can.
I can provide you with my review of the HD 448 here.
While I think the mids in this can are very nice for the price... I think the presentation might be a bit too dark for electronic and the bass might be a little too lazy for techno. Both of those genres require fast/responsive drivers and the HD448 isn't exactly quick. I still feel comfortable saying it is one, if not the best option for headphones 100 and lower.
If you could expand your budget just a bit more, techno and electronic would sound brilliant with a set of 45 dollar MB Quart QP220s from here and maybe an inexpensive amp to drive the 100 ohms like a FiiO e7.
This is an open headphone, keep that in mind-- the QP220 will NOT isolate. The HD 448 are quite closed and isolate well.
