many of the headphone amps/dacs will work as a preamp but you would need to hook up a power amp. you'd need to check the specific model but a large amount will have the preamp function.
You're much better off with a stereo amp or decent receiver (using it's amp section only) if you're set on using a headphone amp/dac for decoding source.
the issue in general is that headphone amps do not deliver the power needed for big fat speakers. because they weren't designed to do it. also several headphones amps will not like having a load of 4 to 8ohm and might have fairly high distortion levels as soon as you'll try to push the volume level. which you'll have to do unless you use powered speakers, or really sensitive passive speakers.
but mostly if you want an answer, I'd hesitate between "it depends" and "there a reason why some are called headphone amps". but sure it's possible and at low to really low volume levels it should work just fine in most cases.
