I think that he has learned quite a bit.
 
Not only is it very hard to physically catch the guy and charge him as we can see. But he makes thousands sitting on his butt all day acting as both the reseller and support staff. And when people find out, they can't catch the dude.
 
The process repeats as he makes another site using the coding that he already has set up and bam. Rinse Repeat.

Just enter the track number on your site and you will receive accurate information where he is currently. I set the image as an example from my tracking:
